LABORATORIES COMPLEX, KARACHI
PCSIR Laboratories Complex
Karachi (KLC) comprises of 06 Research Centers namely (1) Applied
Chemistry Research Center, (2) Center for Environmental Studies, (3)
Food & Marine Rsources Research Centre, (4) Materials Science
Research Centre, (5) Pharmaceutical Research Centre and (6) Centre
for Engineering Services. Besides carrying out R&D work in resective
disciplines, these Centres provide analytical and technical services
as well as academic and consultancy services to the public & private
sector organizations / corporations and institutes. Surveillance
Audit of these Laboratories for ISO-17025 has successfully been
carried out during the year by PNAC and NAB (Narweijan Accreditation
Board). Three Mega projects costing Rs. 909 million have been
approved by CDWP for improving the infrastructure and facilities of
Buildings, Workshops and Pilot Plants of PCSIR Laboratories Complex,
Karachi. During the year 2008-09, R&D work has been planned to be
undertaken on 82 projects including 33 new projects.
PCSIR LABORATORIES COMPLEX, LAHORE
The
PCSIR Laboratories Complex Lahore formerly known as West Regional
Laboratories started functioning in 1953 with a nucleus staff in a
wing of the Punjab University’s Institute of Chemistry. That set up
was shifted to the present permanent site in 1956. Present manpower
strength is 547 out of which 188 is scientific staff including 25
Ph.Ds, 202 Technical staff and 157 Administrative/ Accounts staff.
This unit has a commendable record of achievements. The complex has
signed MoUs with almost all the renowned Universities / Institutions
undertaking postgraduate studies for providing facilities to the
M.Sc, M. Phil., B.Sc. / M.Sc. (Engg.) and Ph.D. students. The number
of such students stands in thousands. The Lahore Laboratories
Complex at present is equipped with state of the art scientific and
technological facilities for undertaking testing / evaluation,
performing its WTO obligations and for its R&D work on the modern
lines. The complex comprises of 10 Centres;

During
the year 2008-2009 the Complex has planned to execute 90 R&D projects
out of which 23 projects are new whereas the work on 67 projects is
already in progress.
PCSIR LABORATORIES COMPLEX, PESHAWAR
The Peshawar Laboratories
Complex of the Pakistan Council of Scientific and Industrial Research
was established in 1955 as North Regional Laboratories with a view to
especially investigate raw material resources of the region and assist
in the industrial
development of the country.
The Complex comprises of three Centres and one Division namely (1)
Medicinal Botanic Centre, (2) Material Science Centre, (3) Food
Technology Centre and (4) General Services Division. Demonstration Cum
Training Centre has also been established at Skardu to undertake
research on local plants and training of people in preservation of
fruits. In addition to R&D work, the Complex extends analytical and
testing services of materials according to ISO-17025 and also provides
consultancy and trouble shooting services. During the period under
review, work was to be undertaken at the Complex on 38 projects
including 18 new ones.
PCSIR LABORATORIES, QUETTA
PCSIR Laboratories, Quetta were established under the development
project “Establishment of PCSIR Laboratories Quetta”. The
development project was completed in 2004 with the establishment of
Food Technology, Mineral Technology, Chemical Engineering & Pilot
Plant Centre and Administration block including Library. PCSIR
laboratories, Quetta are presently engaged in R&D activities along
with providing the testing/analytical and advisory services to
clients from public and private sectors in the disciplines of food
and mineral technologies. In addition, it provides research
facilities to the M.Sc., M. Phil and Ph.D. students. By utilizing
the present modest but fully functional research and development
facilities, the scientists of these laboratories have developed a
number of bench scale processes. Quetta labs. are now in a process
of establishing pilot plant facilities which would enable to assess
the developed bench scale processes/technologies on pilot scale for
commercialization. The main objectives of the laboratories are
collection and dissemination of information relating to research and
development being undertaken on indigenous fruits, vegetables and
minerals. Evaluation, characterization and processing of the
indigenous resources. Enhancement of export potential through value
addition to indigenous raw materials. Extension of technical and
scientific assistance, advisory services to local entrepreneurs and
industries.Training of scientific/technical manpower.
During the Year 2007-08
these laboratories completed a PSDP and three in house projects.
Keeping in view of available R&D facilities and Scientific staff,
these laboratories now presents 10 in house projects (6 on going and
4 new projects) for the year 2008-09.
PCSIR LABORATORIES, HYDERABAD
Previously PCSIR
Laboratories Hyderabad was working under the name of Solar Energy
Research Centre established in the year 1985 as a mono disciplinary
unit of Pakistan Council of Scientific and Industrial Research. The
Centre actively initiated its working on Research & Development in the
field of Solar Energy Technologies. Keeping in view the services /
facilities required for the agriculture / Industrial sector and other
Institutes of this region, the functions/ activities of this unit were
upgraded and it was renamed as PCSIR Laboratories Hyderabad in the
year 2003 as a multi disciplinary unit of Pakistan Council of
Scientific and Industrial Research (PCSIR). The provision of
facilities in the laboratories are being enhanced through installation
of more equipment, induction and training of personnel to upgrade the
socioeconomic condition of the rural inhabitants by helping in value
addition of their agriculture produces. The Labs also provide support
to the Industrial Sector by providing analytical testing and
consultancy services to help enhance their production capability and
quality of products.
NATIONAL PHYSICAL AND STANDARDS LABORATORY, ISLAMABAD
NPSL was established in 1974 as a development project of PCSIR, in the
premises of the Physics department, Quaid-e-Azam University and
shifted to its present campus in 1980. Its main objective is to
realize, maintain and determinate the primary standard of the
measurement for the nation. It is the custodian of all the physical
standards of measurement in the country and is the only certified link
to the international measurement system (SI System). The Laboratory is
equipped with stands and equipment needed for calibration and testing,
as well as, consulting with experts scientists. It also imparts
training on quality management and offers calibration measurement
techniques. During the period 2008-09, a number of research and
development projects would be undertaken at NPSL as described on the
ensuring pages.
FUEL
RESEARCH CENTRE, KARACH
The nucleus of Fuel Research
Centre of PCSIR was established in 1953 to fulfill the objective of
PCSIR related to developing and implementing technologies for the
exploitation of natural fuel resources of Pakistan. A Fuel Research
Division was formed in 1957, which was later shaped into an
independent Fuel Research Centre in 1984 and shifted to its new
building at PCSIR Laboratories Campus, Karachi in 1988. Huge reserves
of coal are widely available in the country but the impurities present
in it render it useless. Fuel Research Centre has been actively
engaged in research and developmental work related to fuels
particularly coal, coke and liquid fuel, so as to address some of the
issues linked with their use. Besides, it also provides analytical,
testing and consultancy services and imparts training to individuals
and professionals. During the year 2008-2009 the FRC has planned to
continue nine on going and to initiate one new R&D project. The basic
aim and objective of these projects is to uphold R&D culture in FRC,
to find some suitable ways for utilization of low grade Pakistani coal
and to search for alternate sources of energy.
LEATHER RESEARCH CENTRE, KARACHI
PCSIR in 1959 established a
leather section in its main Laboratories Complex, Karachi. In 1984
this leather section was upgraded into Leather Research Centre at this
SITE area of Karachi. Since its inception, LRC has been providing
technical assistance to the tanning industry and helping them for
solving their complex processing difficulties to make Pakistan’s
leather compatible in the international market. Moreover, LRC is
providing trained manpower to the country’s tanning industry.
Presently, the total manpower of Leather Research Centre is 120
including seventeen scientists, four engineers and one leather
technologist. Moreover, LRC is the only Leather Laboratory in Pakistan
which is accreditated to ISO-17025 to meet the requirements of WTO.
LRC comprises of the following four technical divisions.

During the
year 2008-09, work was to be undertaken at LRC on 21 projects which
include 13 old and 08 new projects.
ENVIRONMENTAL ANALYTICAL LABORATORY
Establishment of
Environmental Analytical Laboratory has been approved by Governing
body (G.B) in its meeting held in November 2000 and later on by
PCSIR Council in July 2003. The laboratory is housed in NPSL- PCSIR
building and is passing through its establishment phase. The major
equipment installed in the laboratory has been donated by UNICEF,
however further strengthen has been made under development project
“Setting of Analytical Centers” approved and financed by the
Ministry of Science & Technology in year 2001-2002. The laboratory
is equipped with state of the art equipments like Atomic Absorption
Spectrophotometer, High Performance Liquid Chromatograph, Gas
Chromatograph, UV-Visible Spectrophotometer, Ion Analyzers, Ambient
Air Analyzer for SOx, NOx, Cox, Gas emission analyzer, etc. The
major R&D projects are in the areas of Food Safety/ Toxicity, Air/
Water monitoring, waste water treatment technologies.
PCSIR SCIENTIFIC INFORMATION CENTRE
Scientific Information Centre (SIC) was established as an
independent unit of PCSIR in 1989. Initially the task of publishing
Pakistan Journal of Scientific and Industrial Research (PJSIR),
Science & Industry, Science Chronicles, Karwan-e-Science, Annual
Report R&D Programme. Monographs and other Publications was
entrusted to the Publication Branch, established soon after the
inception of PCSIR. This branch was upgraded to Scientific
Information Division in 1984 that was elevated as full-fledged
Centre in 1989. Publication of Pakistan Journal of Scientific and
Industrial Research (PJSIR) is one of the main activities of SIC,
which is brought out bimonthly. Other regular publication is a
monthly PCSIR Bulletin. In addition to the above, the Centre is
responsible for compilation, editing and publishing of Annual
Report, Research & Development Programme of PCSIR, Agenda & Working
Paper for Council Meeting. Printing of books, brochures, leaflets,
forms and formats referred from other units also falls within the
purview of SIC. The information generated in other units is compiled
at SIC for preparing various reports as and when advised. Some of
these publications include: PCSIR Patents 1953-2004, PCSIR Promotes
Industrialization 1953-2004, Achievements of PCSIR 2000-2004, and
PCSIR Research Papers 1953-2004. In order to facilitate for full
fledged in home printing a Solna Printing machine has been installed
at SIC. The induction of this machine has strengthen the capability
and working of SIC. Now SIC is in a better position to serve
organizations other than PCSIR especially pharmaceutical companies,
R&D organizations and industries dealing with Scientific material on
extremely reasonable rates with quite satisfaction of the clients. |
